Originally from Kampong Speu, Kimheng graduated with a bachelor's degree in law from RULE and also holds a Master's degree in general management. Before joining Oxfam, Kimheng worked with Oxfam's partner on the ground, DPA (Development and Partnership in Action), getting grants from Oxfam. He was there from 2012, starting as program assistant, later becoming program coordinator. In 2014, he transferred to Oxfam-America as a regional policy officer. After its project ended, he continued with Oxfam as an extractive industry governance officer.
At the Helm of Mining Extraction and Building Relationships
"I acquired a linked experience when I worked with DPA, which helped me decide to join Oxfam itself. Moreover, I now see the Oxfam team dynamics and enriched resources, which helps me implement projects more effectively on a bigger scale," said Kimheng. "Oxfam provides flexibility for employees, empowering them to be creative in problem-solving and implementation. They enjoy many opportunities for self-development with the diversity of its work. I have improved my skills in working with the government-preparing for and understanding the process. My focus is to build maturity in dialogue with high-level people."
Kimheng's role is to build relationships with partners such as the Ministry of Mines and Energy, the Ministry of Environment and international companies. He evaluates, monitors and advises on policy planning regarding mines. Furthermore, he works on budget management with NGO partners and monitors budget implementation to ensure effectiveness. He also liaises with international organizations that work in the mining sector. His current focus is gold mining and the steel industry.
Making Oxfam a Critical Partner in the Mining Sector
Kimheng works to have Oxfam's work in the mining sector recognized and welcomed by ministries, international organizations and companies. Oxfam has won the appreciation and trust of its NGO partners and civil society in extraction projects. More importantly, Oxfam has become a critical partner to be listened to. "Oxfam is a mature, experienced organization in the resources extraction field and cooperates with many countries in this arena," says Kimheng.
