Vietnam has achieved remarkable success in reducing poverty. However, many of the members of Vietnam’s 53 ethnicity groups still face numerous difficulties in their livelihoods. According to the 2011-2015 income poverty line, the poverty rate in 2015 among ethnicity people was around 3.3 times higher than the national poverty rate.
According to the multidimensional poverty line for the period of 2016-2020, the poverty rate at the end of 2015 for 64 poor districts covered by Program 30a with large ethnicity populations was 50.43 percent, while the poverty rate for the country as a whole was 9.88 percent.
Recent studies and assessments of Vietnam’s poverty reduction policies show that rudimentary allocation and delegation mechanisms pose a challenge for the allocation and use of poverty reduction resources. In addition, implementation approaches are not suitable to local conditions and to the needs of different groups.
To address the diverse causes of poverty and promote the internal strength and ownership of local authorities, communities and the poor for improving livelihoods, there is an urgent need to develop and implement policies on reforming commune-level planning, strengthening delegation of investment decision making to the commune level, and empowering poor women, men, and communities in the implementation of poverty reduction policies, projects and programs.
Công cuộc giảm nghèo ở Việt Nam đã đạt được những thành tựu đáng kể. Tuy nhiên, sinh kế của nhiều người thuộc 53 dân tộc thiểu số của Việt Nam còn gặp nhiều khó khăn.
Theo chuẩn nghèo thu nhập giai đoạn 2011-2015, tỷ lệ nghèo năm 2015 trong các nhóm dân tộc thiểu số cao gấp khoảng 3,3 lần so với tỷ lệ nghèo chung của cả nước.
Theo chuẩn nghèo tiếp cận đa chiều giai đoạn 2016-2020, tỷ lệ nghèo cuối năm 2015 tại 64 huyện nghèo 30a có đông người dân tộc thiểu số là 50,43%, trong khi đó tỷ lệ nghèo chung của cả nước là 9,88%.
Nhằm giải quyết các nguyên nhân nghèo đa dạng, phát huy nội lực và tính chủ động của từng địa phương, cộng đồng và người nghèo trong quá trình vươn lên cải thiện cuộc sống, việc xây dựng và triển khai các chính sách đổi mới công tác kế hoạch hóa cấp xã theo phương pháp có sự tham gia, tăng cường phân cấp đầu tư cho cấp xã, trao quyền cho cộng đồng, phụ nữ và nam giới thuộc diện nghèo trong thực hiện các chính sách, chương trình - dự án (CT-DA) đang là đòi hỏi cấp bách.
