Vietnam has made substantial progress and achieved significant results in education development since Doi Moi reforms. Despite this progress, there is still unequal access to education services between different demographic and social groups. There are documented inequality gaps between females and males, ethnic minorities and the Kinh population, those living in rural and urban areas and the poor and the rich.
Between September and December 2013 Oxfam and IRC Development Research and Consulting Limited Company (IRC Consulting) conducted the research “Stakeholders’ Participation in Educational Making Process” to try and identify answers to the following two questions:
1) “What needs to be done to enhance the effectiveness of public investment in closing the inequality gap in accessing education services?”, and
2) “Is the participation of students, parents and other stakeholders in educational decision making process the solution to closing the inequality gap?”.
The research hypothesis was “the realization of stakeholders’ right to participate in educational decisions, could result in more effective resource management, better educational quality and decrease inequalities in accessing quality education services, especially for disadvantaged groups (including ethnic minority, poor and female students)”.
THÚC ĐẨY SỰ THAM GIA CỦA CÁC BÊN LIÊN QUAN VÀO CÁC QUÁ TRÌNH RA QUYẾT ĐỊNH GIÁO DỤC
Chênh lệch trong tiếp cận giáo dục giữa các nhóm dân cư chưa được hoàn toàn xóa bỏ mặc dù Việt Nam đã thực hiện nhiều nỗ lực và đạt được nhiều thành tựu đáng kể trong giáo dục kể từ thời kỳ Đổi mới.
Từ tháng 9 tới tháng 12 năm 2013, Oxfam cùng Công ty Tư vấn và Nghiên cứu Phát triển IRC (IRC Consulting) thực hiện nghiên cứu "Thúc đẩy sự tham gia của các bên liên quan vào các quá trình ra quyết định giáo dục" nhằm trả lời cho 2 câu hỏi sau:
1) “Để tăng hiệu quả đầu tư công nhằm giảm chênh lệch trong tiếp cận giáo dục, đâu là khâu then chốt cần đột phá?"
2) "Sự tham gia của học sinh/CMHS và các bên liên quan trong các quyết định giáo dục có phải là chìa khóa?”
Giả thiết nghiên cứu được đặt ra rằng việc thực hiện quyền tham gia vào những quyết định giáo dục của các bên liên quan có thể giúp cho quản lý tài nguyên hiệu quả hơn, nâng cao chất lượng giảng dạy và giảm thiểu bất bình đẳng trong việc tiếp cận giáo dục, đặc biệt là các nhóm yếu thế (dân tộc thiểu số, người nghèo & học sinh nữ).
