The plant was funded by the UN Refugee Agency, UNHCR, and a suitable site was provided by the Government of Bangladesh. The project was delivered in collaboration with the Refugee Relief and Repatriation Commissioner's Office in Cox’s Bazar.

The plant was designed by a German organisation called BORDA - specialists in sanitation systems in developing countries.

In 2018 there were more than 200,000 cases of acute diarrhea reported in the Cox’s Bazar camps, according to the WHO and the Ministry of Health and Family Welfare. 

The UN calculates that 85 per cent of refugees are in developing countries.
